That depends on what are the UK session trading hours that you want to use.

Yes, you take the desired starting time in GMT (9:00) and apply your broker server's GMT difference (+3), so 9 + 3 = 12.

Why does your timezone matter? Do you want the start time to be 9:00 by your timezone, not by the GMT timezone?

For default time settings simply follow this:
There are two default windows to choose from, use only 1 window per account.
First, Get your GMT OFFSET
To find your GMT offset just look at your market watch window, then go to Google and get the GMT time now.

In the example provided, the market watch time is 17:17:12, and the GMT TIME is 15:17:12, which means my broker GMT offset is +2.

That explanation is for getting the broker's timezone - which is the only one you need. Since you know that your broker's timezone is GMT+3, then you have to add 3 to the starting time (given this time is in GMT).
