Please can anyone tell me how to create an expert advisor with two rules

You have to code it. If you don't know how to code, you need to learn first. The simplest way would be to take and try modifying some existing simple EA.

i have a .ex4 indicator which means i dont have the source code and i want to make an ea for it but as it is not a .mql4 i cant get the buffer things like setbufferstyle and e.t.c. Please how do i go about it or is their any other way

You don't need an indicator's source code to use its signals in an expert advisor. You can still load it via iCustom() call inside your EA's code to access its buffers. Please see this post where I explain how to see which buffers an indicator has.
