Does anyone know how these Fractal signals are determined? They look a little too good to be true.

Do you mean standard Fractals indicator (by Bill Williams)? It's only good to show the maximums and minimums in the past, it will redraw itself when trying to show the max's and min's for the current situation. It's not some magic indicator to be that good 🙂.

Fractal High is a candle whose high is bigger than its neighbours high. Fractal Low is the same for low. What does that has to do with fractals, only god known. Anyway, good signal if you confirm it with something more solid. And yes, it repaints.
