Why installing EA on new MT4 can't be read??

I've trying many times to instal EA on MT4. But it fail and MT do not want to detect the EA, more even the EA placed on right expert folder. Do this caused by metaquote or the broker??
Why do this happen??

Sorry, but it is caused by you. What exactly do you do to install the EA? What build of MT4 do you use?
