Do you have the MetaQuotes MetaTrader platform installed? If you do and still can't open it, maybe check if there is an update to the program.

As the one above me said it, you just need to download the file and open it with your broker metaeditor software. From that, you just try to compile to see for any errors (haven't seen one) and then click on "play" icon or click on "F5", so that it will run on MT4
